I use floats for the pump or intake all the time. Keeps it up off the bottom, and doesn't let it skim from the top.

What do you think of using a floating "decoy" to keep the pipe above the floor of the lake to minimize debris? Anyone have any luck with this method?

I have no idea what type of material the buoys are made of (that my neighbors have). Any suggestions of material, type and where to get them?

We use floats made for boat docks. Usually long and skinny to hang a submersible under, like 4X1X1. I can get you a name if you can't find anything on a web search.
ANYTHING that floats and has sufficient buoyancy to support your intake will work.
