Sump pump???

Ok, excuse the stupidity – first time home owner and absolutely no knowledge of how this plumbing stuff works. I think – think being the operative word - that I have a sump pump, with PVC pipes exposed in the front yard….that lead to the city’s drainage??? However, anything I have read about sump pumps indicates that they are mainly used for basements that flood??? I have no basement – just a crawl space. My house is well below the level of the road, so I am wondering if these pipes (2)/pumping mechanism are simply pumping the water discharged from the house up the hill, to road level, to the sewage drains???

So, part II is…..I have just busted one of these pipes with the lawn mower. Obviously needs to be replaced….but I would like to know what I am replacing……
