Default Fuel Oil Lines Exterior Specs NJ

Recently a relative had a oil spill from the use of a brass nipple and cap on a exterior fuel line. Nipple had water in it and split. What are the NJ or National code requirements for exterior fuel lines (pipe) ?

    Default fuel

It makes no difference, if there is water in the oil and it freezes, it will break any weak spot in the lines.

NFPA 54 and the Nat. Fuel Gas code.

Most exterior oil line piping is done with soft copper but you do still have a valve at the tank that is brass or bronze. There must have been a crap load of water in the tank though. I have never seen and exterior oil line freeze and split and it gets a whole lot colder up here than in NJ.
