Why is this advice given

Several answers to "slow flush" toilet problems say:
Make sure that water sprays out of the bowl refill tube and down the overflow tube when the tank is refilling.

why is this important in solving a slow flush problem?

If the water level in the bowl is low a portion of the water that comes in on the flush will go to raising the height of the water in the bowl to the correct level before the flushing action starts. This will result in a weak flush...

If the toilet does not have the proper amount of water in the bowl when you flush it, then all the flush does is elevate the water level to the proper point. Then when you flush it the second time it can flush properly. The refill tube does what it says, it "refills" the water in the bowl to the proper level for a good flush.
