New Drake – Inconsistent Refill

Few days ago I noticed the tank refill level on our new Drake varies from flush to flush. It ranges from a half inch or so below the overflow to about an inch lower. When low the bowl doesn’t totally refill and the flush is noticeably weaker. Is this normal?

Not that there is anything wrong with it, I was wondering how does one become aware of something like this¿

After a weak (incomplete) flush I removed the lid and observed that the tank had not refilled per the Installation Instructions. But it's inconsistent, sometimes the tank refills as specified.

The tank should refill up to the water level of the float in the fill valve.
It should be the same on each refill.
