My fault but how do I fix it.
I have the outlet for the dishwasher up too high in the wall when it should be at the base of the wall. Plug hits back or unit. Wall is already closed in. I was thinking to cut a new 'old work' outlet below it and pig tail from the old box. And just put a utility plate on the old box.
What do you think?

That's exactly what I'd do.
Here, because the code calls for either an accessible disconnect or a visible receptacle, usually under the sink, with a removable cord, we do not put the receptacle behind the dishwasher.
