You are talking about a point of use water heater that would fit under the sink right┐

Usually a toe-kick is under a cabinet - goes in the base trim
It's like a little radiator with a fan to blow heat into the room
Saves the space of having baseboard HW or a big radiator

    Default heater

Are you asking about a toe kick radiator? A toe kick water heater, if there were such a thing which there is not, would be too small to be of any use.
