New well problem - NEED HELP

I just had a well drilled 9 days ago and yesterday when I measured the water level it was at 80 ft and then another 4 ft down I hit a mud like substance. The well was drilled 445 ft deep the driller installed 50 ft of plastic casing and estimated the gpm to be 7.

I talked to him today and he will come back and check the well. He stated that we may have to put in a 4 inch sleave down 200 ft. Does this sound right? I don't know enought about wells to understand what has happened but it apears that if the mud or stuff is 80 ft from the top of the well my problem might be that he didn't put in enought casing to begin with. Suggestions?
