A contractor that did some shoddy work on my bathroom installed a korky universal toilet repair kit. Now I have to hold down the handle extra long to get a full flush.

How do I make the necessary adjustments?

Probably both.

You need to adjust the chain on the flapper. If you push the handle quickly, the flapper might be slapping back down under the force of the water.

Secondly, you might want to make sure that your fill valve is adjusted correctly so that the tank is filling to about one inch below the overflow tube (I always leave a generous gap for future wear of the valve). You might not be getting a full tank to flush with.
