How to wrap well and piping

My husband recently installed a heat wrap to the outside well piping. Our water is still freezing in the morning. Should the points and other things like the valves from the well and to the house also be wrapped?? I feel they should, but he keeps saying they don't need to be!! Please any advise so I can shower before work would be wonderful!!

Yes they do, they have water in them and the top of the well casing doesn't. He should wrap the heat tape around all exposed water lines.
