Yes the top unsnaps and lifts off. You can flush it out and clean it. The parts are also replacable.

Hi,
My fill valve periodically chirps and refills the overflow tube. This happens particularly when another faucett is opened. The flapper has a good seal.
Is there an easy way to open the top of the fill valve and see if it just needs cleaning?

Actually it depends on which fill valve you have if it is the one that has "Power Gravity" molded into the blue cap the yes you can but if it is the the one that has a white adjustment screw on the top then no you cannot.
Sorry can't find the picture that has both of them on it.
Maybe Terry can add on to this.
If it's chirping its the older style valve.

The version I have is the blue molded one without a screw top.
I was just a bit concerned that pulling wrongly on the top will break it.

Yes the one with the screw top does not come apart you need to replace the whole fill valve.
But then the poster does not have the screw top fill valve...![]()

I seen with instead of without a screw top.
