Removing Faucet Handle

I am hoping to get some help on removing the chrome like handle that was revealed after I removed the actual plastic handle. It is Like a handle underneath the handle, but only chrome and kind of rectangle. The actual plastc handle was screwed to this chrome one. This chrome piece is separate and apart from the esutcheon or chrome flange shield.
I can't see how to remove it. No set screw on the side. I unscrewed the phillips screw to get the plastic handle off and there is still this chrome one underneath. I am guessing that this system is about 25-30 years old.
