Toto Vespin water level in bowl

I just installed a Toto Vespin, and the water level seems very low. How much water should be left in the bowl after flushing? It just covers the hole in the bottom... not enough for a plunger to get wet. If I run a bit more water in so that it has as much as I would normally expect there to be, it seems to flush much better.

Take the tank lid off, flush the toilet and make sure that water is going from the rubber hose into the overflow tube.

Thanks, that was it... the hose was draining into the tank, not the overflow tube.
