Toilet problem - loud noise after flushing

Every time that I flush my down stairs toilet and the tank re-fills, a very loud deep sounds occurs lasting 15-20 seconds. It only happen during certine times of the year. Fall and Spring. What is causing this and how can I fix it? It is so loud and strong, it vibrates the bathroom and parts of the family room. Please help! My neighbors are complaining. HELP!

Make sure the shutoff valve to the toilet is open all the way.

If that doesn't do it, then you may need a new fill valve.

Is the noise coming from the toilet itself, or the plumbing in the house somewhere? Terry's pretty weel covered what can go wrong with the toilet itself. No clue why it should be seasonally dependent on anything.
