Water In Basement. Footer Problem? Advise?

Good afternoon. My mom has water in our basement and it appears it is coming from the footer. But, there is no sure way to tell. The house is thirty years old and there are no trees near the foundation so this new problem isn't because of something improper in the design. The water also sits near the drain for the sump pump out to the septic tank so the problem could be either or. I'm assuming someone with a camera is the best route to start with. Especially given my mom has been given $10,000 quotes to jack up the basement floor and install a new footer all the way around the foundation.......

Any advise?
