Probably if you go to a manufacturer's website....Rinnai, Paloma, Noritz, you can find charts like that.

Pipes are (or should be!) buried below the frost line. That is often close to the seasonal average temperature. You might ask the local water company.

The deeper the pipe is buried the more stable the temperature will be year round. Here, it is difficult to get even "cool" water in the summertime because the pipes are relatively shallow.

Here there is a big difference in temp between August and February tap water temps.

How about a site for average winter temp. Would be useful for tankless ∆T calculations.
