Was wondering if it is possible to have a biofilm problem so bad that it can stop the well from producing? If so what is my next step.

Boifilm can prevent water flow into a submersible pump, the inlet screen holes block up. It can effect well screening too. A rock bore well would be more difficult to block, I supposed IRB or some other reducing slime forming bacteria types could though. If so, you need to rehabilitate the well.
