Al Gore and the water police would like to talk to you about a Federal indictment for altering the design flush of your toilet!
Seriously, you are overthinking this. It is not necessary that upon flush, the waste be carried all the way to the sewer. What happens when it gets to the sewer?? Your flush is not going to carry all the way to the pumphouse. The whole idea is that repeated addition of water to the line...from sinks, WM, etc. will carry the waste in due time. Just as the aggregate of all the houses on your street add enough water to the drain to carry the waste along.
There is a case for a theoretical discussion of whether sewer mains will suffer from lack of water....due to all the ultra low toilets, but I think at this time that discussion is still theoretical and has not proved to be an issue.
