Vent Freezing

My drain vent that exits up on the roof of the house slowly freezes up during the course of winter. This ends up being noticeable by flushing the toilets!
any ideas/suggestions on how to keep this pipe from icing up???? thanks...

I am not sure how it would be noticeable by flushing the toilets, because they are the only fixtures that do not really need a vent and flush better without one.
