If it was capped off before and didn't give problems, then re-capping it again shouldn't give problems ...
Obviously, you would think that if the pipe was below the water line that we would be having problems back at the house. But we're not, and never do; I can't explain why.
My suspicion is that you have not been having problems at least partly because the end of the pipe was open. But, maybe the only water your neighbor ever saw coming out was rain water.
Have whoever cleans and pumps your tank install an access riser with a lid at ground level:
