roof vent termination location

I need to vent a toilet and sink out the roof of an addition currently being built, problem is there isn't a "spot" that is 3' above or 10' horizontally from an opening skylight. Any workarounds? Am I interpreting code correctly?

Call and ask your plumbing inspector, he/she will have finale say so.
