Bathtub Faucet Issue

I had a faucet installed in my remodeled bathroom by a plumber...however, I now have an issue. The hot water is only coming out of the faucet.
I took the face plate off and closed the hot check valve and completely opened the cold. Nothing, no cold water. I loosened the cylinder a little and sure enough water came out, which I quickly re-tightened.

The cold water line to the faucet is also attached to the kitchen faucet, where I am getting cold water.

Any thoughts?

I would go back to the plumber expect, he burned a hole in my tub since he didn't use a drop cloth....and we agreed he wouldn't get paid.

That a delta ? Check the stops .The sloted things .They are senitive.
Adjust as they look like one is not open all the way.

I have opened and closed both stops multiple times.
The hot water stop works.

It maybe something is causing the balancing piston to not operate properly.
That would be between the cold stop and valve to take this out to
inspect unscrew and re move piston it sould rattel if not it is stuck
will add more latter.
