Post ReplyShallow Well Problem (SandPoint)

I am trying to drive in my own Shallow Well using a sand point. I currently have 17' of 1 1/4" pipe down plus the 3' point. Periodically, I have been running water down the pipe to try to make my life a little easier. The water has always run through, I have not been able to fill up the pipe. The past foot of poundind has gone really hard, and when I put water in the pipe now, it quickly fills up the pipe and remains in the pipe...it doesn't drain out.
I suspect that I hit a layer of clay. Does this sound right? Any easier way to drive down through the clay? I am using a 2" post driver. Any thoughts on how deep this layer of clay could be? I am approaching that magical 25' max depth and want to know if I should abandon all hope of finding water.
Thanks in advance.
