Tile - New Floor

I am going to be tiling a bathroom. The question I have is do you put the tile down and put the flange OVER the tile or do you put the flange in first and tile AROUND the flange? Thank you.

The proper way to do this is to install the flange after the tile is in - over and through the tile. The flange should be supported by the tile, and fastened through to to the subflooring. Note, if you notch the tile before installation, you don't have to drill holes. Leave enough room around the flange so it will be able to be fully seated - that depends on the design of the flange as to how big of a hole is required.
