So, I went back over an older thread: "water level in toilet", more carefully this time. Being somewhat of a "non-mechanically inclined" woman, I had trouble understanding it all the first time...basically, my eyes glazed over midway through the responses, talking about trap design.....but my problem turned out to be identical AND sooo stupidly simple! It was just the way the refill tube was situated incorrectly!
I'm ecstatic that it was so simple to fix!!!! This was a problem that was bugging me for sooo long though... I only wish I'd discovered this site sooner! My husband couldn't figure it out either...and to think I was considering calling a plumber!

Did you check to see that the bowl refill tube is actually directing water into the overflow tube? Not kinked, etc.?
Talk about feeling stupid. Jeez!. that was the problem. the tube was filling the tank but not the actual "tube" so to speak, so basically the water in the bowl was gravity.... i directed the fill tube down into the neck and low and behold the bowl "magically" filled up.
Sometimes I tell you it is the most simplist stuff that just make's you feel like a goon..
