Many questions about my toilet install

Hello,
I am remodeling a bathroom and have some questions/concerns.
I just finished tiling the floor and the bottom of the toilet flange sits just over
a 1/4" above the finished floor.
I have a new Toto Drake that I want to install and I just did a test fit(without
the wax ring) over the flange.
What I'm seeing is that the toilet is sitting on the flange but is not flush with the floor.
Looks like there isnt much space between the drain hole on the inside of the
toilet base and the bottom of the toilet.
If I let the front of the toilet(not bolted down) sit on the flange/tile, the back
and sides of the toilet are approx 1/4" - 3/8"(very back) above the floor.
Is this acceptable?
Is this too high for the flange? (I hope not)
Will I have problems when I add the wax ring?
Will the height increase much or will the seal be no good?

I've read somewhere about shimming and grouting underneath the toilet, is
this what I should do?

If so, Should I shim under the front/sides of the toilet to make it completely
level(back to front)? Note: side to side the toilet is pretty level.
Or should the back/sides be shimmed and leave the 3/8" at the back and just
grout/caulk around thus having the back/front of the toilet not be level.

Any advice is welcome.

You should have explored this problem before you did the floor. What you have is not acceptable. The flange is to set on top of the finished floor and be screwed through into the subfloor. Tipping the toilet as you describe would be a real hack job. Figure out how you can lower the flange and do the job right.

Just an update,
I was able to lower the flange down the 1/4" so that it now rests on the
tile floor.
I ended up pulling up the flange/waste pipe(from the crawlspace) and was
able to cut/trim the tile back from the flange which gave it enough space
to sit properly.
The toilet now sits on the flange and is pretty close to being level.
I think I still might have to shim/caulk/grout under it though, as it rocks
a little, although I haven't bolted it down yet.

If the bowl needs shimming,
We shim at the back, to pin the front of the bowl to the floor.
We use a composite door shim that is water resistent, the score and snap easily.

We use PolySeamSeal around the front of the bowl, leaving a little undone toward the back, if the seal goes bad, it's best to know sooner than later.
Some cities may require more, but not in the Seattle area.
