Default troubleshooting a electric water heater

On a electric 240 volt water heater how can you tell if a element is burned out or if it's a thermostat. Also what should the voltage check at the elements? Thanks

    Default heater

Are you competent to work on it with the power on? If so, then a voltmeter to the terminals to see if it has power to the element, and then a clamp around ammeter to see if it is drawing any power.
