Best material to seal around pvc going through foundation

Hello,

I replaced a piece of cast iron with PVC that goes through my foundation.

What is the best material to use to seal around the PVC to prevent water from getting in?

I've had very good success with hydralic cement. Silicones and other caulking never have given me a good durable seal.
