Maybe this will help a bit in determining the water flow available. You can estimate the maximum gpm based on pipe size. This is for bare straight pipe without any valves.

2.5 gpm is low flow. Most people complain about low flow rain type shower heads as it is. Reducing the flow any more would be called a mist type shower.

Back before low flow shower heads were...

My favorite shower head is the Giessdorf 8 Jet. Doesn't remove any chlorine and puts out too much water to use effectively with a carbon filter, but what a great shower! I've been using one for years...

Sounds like it's the shower head, but it can't be. A shower head simply allows water to pass through and doesn't regulate hot or cold. Although there are some that have an anti-scald feature, these...

Sounds like a low flow mixer valve. Is that new also? Restricts the shower head line but not the tub line (otherwise it would take forever to fill the tub.)

Try Neatitems.com. I live in Mexico and have very little water pressure. The heads I've purchased from them and brought down here are great.

A quick 'almost' fix would be a flow control valve behind your shower head. Most valves are not 100% shut-offs but it would at least reduce the shower head flow down to a drip or minimal trickle.

I would recommend an in-wall diverter valve and 2 outlets. 1 outlet in the 'standard' location for a wall type shower head and the other outlet at whatever position looks good to you for the hose....

Not much flow through a bare pipe. You'll need to stay with shower heads that perform okay with 2.5 gpm flow rate. Most of the dual shower head sets that I have installed have been with the flow...

    flow rate

I have installed dual shower heads on several showers. The key is the flow rate out the bare pipe. Some mixer valves are low flow and won't allow much water through so a dual shower set isn't going...

    slide bar and heads

I've really liked the slide rails and shower head selection from neatitems.com. Most of their stuff is very high quality, the prices are good and the flow restrictors are removable or variable flow.

Not sure I would trust just putting more teflon tape on it. I believe in using plenty of tape but the pipe still needs to be tight especially behind the wall where you can't see a leak.
