Pilot Question on Empire Vented Gas Heater

Hi,
I went to relight a pilot on an Empire Vented natural gas heater today. It has the standard looking pilot orifice. What caught my attention was about 2 inches below the top of he orifice was a small hole (not decay) that lit when I passed the lighter over it. The hole is in the side of a fitting and was clearly machined (drilled) to be there. So in effect, I had 2 pilots going. I blew it out and the only pilot flame is at the tip of the orifice where I'm used to seeing them. I What is this hole? Is it leaking gas? This is something I've never noticed before.
