water under tub liner

I have a tub liner and three wall panels that are caulked. There is water under the back part of the liner and I'm worried that mold will start to form if it hasn't already. I did find the spot where the caulk came loose. I have to get the water out first.Is it possible to remove liner,clean it and reuse it? If so what do I use to glue it down? Any ideas? Thanks

Long term best solution, replace the tub! I don't know of a way to extract the water from between there. Trying to remove it may tear or break things. Somebody with more experience may have some tricks. FWIW, caulking can direct water, but may not always stop it.
