Sewer access cap open

Hello I have a toilet that gargles after I flush. It is upstairs above the picture below which appears to be an access point in the sewer. In my basement. I have two questions, how can I seal this - putty or a new cap? Also, could this air leak be the reason one of my toilets gargles after it is flushed?

I think you will need to carve out space for accessing the cap. See how the threads look. With some space, you may be able to screw in your existing cap. But if the threads are not in good shape, they make caps that can deal with that. One way is to use a lead cap that can adapt to the threads as you screw in the cap.
