S-traps

I understand that S-traps are prohibited in IPC & UPC apparently in all 50 states. So why are they offered through the various home improvement outlets? I understand the physics of why they are prohibited. Is it a technicality i.e. the prohibition is not selling it but rather to install/use it?

demand is there for an S trap so they make em . replacing an s trap is probebly legal on existing . I dont think they are illegal to manufacture and or sell but intersting to se what stamp is on them.
