Remove bolt from drain

Any tips on how to get this bolt off? Drain is leaking and I want to re-seal it. Note, I don’t want to cut a hole in my ceiling to reach it from underneath.

I turn the bolt with a socket wrench, but it never moves upward. It just clicks (as if it’s slipped back onto a thread) over and over again. I’m worried there’s a calcified nut on the back that I can’t see.

The metal drain piece beneath does rotate. It moves easily with open needle-nose pliers. But it just spins and spins. It won’t come up until that bolt is taken off.
