For some reason I just cannot wrap my head around this.
Can I just buy a 30" sink base?

It depends on the size of the oven, but a sink base would seldom work, without some modifications.

First you have to decide what over you want, then read the required dimensions and clearance you would need.

We have a 2nd oven in a cabinet - it has a drawer under the oven. Oven is maybe 12" off the ground - it was a custom made cabinet.

We did this last year. The wall oven will have the specified minimum cabinet size and rough opening. It probably won't work with a cabinet that is made for hidden door hinges. You need a face on the cabinet to push the edge of the oven up against.
