ECM is a DC motor. The controller may take 120 or 240 volts and converts it to DC. It cannot bypass the controller to test the motor. However, there are plenty of videos how to test the motor.

When ECM's first came out the motor part and the control part were serviceable where the control could be changed out. When GE sold the motor division to GENTEQ, that went away. Now there are other manufactures of ECM that might sell the parts separately.

Have you looked for a service manual for the furnace? Without knowing what type of signal the furnace sends to the motor and where on the terminal strips on the motor. Can't even guess what the problem is. Might find something with all the motor numbers and module. Parts are very expensive.
