Ceiling Insulation with Scissor Trusses

What is the best option for insulating a ceiling with scissor trusses that are 2x4 /24" on center construction? New build in Michigan, so planning on R-38 or better.

Option 1 is single layer R-38 faced fiberglass insulation batts, Option 2 is two layers with R-13 faced to fit in the 2x4 spacing with R-30 unfaced on top of that running perpendicular to the first layer. See attached pictures.
