Can 90s be used to transition from horizontal to vertical?

I know 90s cannot be used to transition from vertical to horizontal, but can they be used vice versa? Line in question is a 4" sanitary line draining an upstairs bathroom group.

From vertical to horizontal = Long Sweep 90 or two 45's
From horizontal to vertical = Medium 90, Long Sweep 90, Two 45's

For venting on the horizontal, a wye or combo fitting
For venting on the vertical, a santee fitting
For double lavs, a double fixture fitting
For double back to back toilets, a wye cross, not a double santee or plumb each one individually.
