Brine tank off gas (?) and conditionar tank drain

My inlaws have a water softner setup with one little hickup. There is an elbow fitting on the side if the brine tank that on occasion spits out water. They leave a bucket to catch the occasional water but on occasion it overflows and leaves a mess.

Can some explain the purpose of this overflow/vent?

Could I possibly put a drain hose on the bucket that connects to the drain tube on the conditional tank?

Appreciate any education and advice.
