    Sewer access cap open

    Hello I have a toilet that gargles after I flush. It is upstairs above the picture below which appears to be an access point in the sewer. In my basement. I have two questions, how can I seal this - putty or a new cap? Also, could this air leak be the reason one of my toilets gargles after it...
