Im still pumping sand/ silt. At start up its bad but it then goes away after a few minutes. What is causing this?

Ive got the pump to finally pump water. It is coming in steady and has been running for a few hours. However i am getting alot of sand/ silt. At first power up it was all muddy water. It ran for an hour and cleared up. But if i shut off the pump and turn it back on it starts pulling dirty...

Anyone else have any input?

update. i went to my neighbors and measured the dept of there well and it is roughly the same as mine. water is at the same level. Her well is 30 feet from mine. she doesnt use it and i tried to hook up my pump and i had no luck either. the top of her well point wasnt even wet so it is not...
