Have a Toto in and it is wonderful--except the time between flushing and the start of the tank filling is delayed. It started as a slight delay and now is about a 5 second delay. When the tank starts to fill, there are still a few inches of water that never empty. This happened a couple of months ago (toilet has been in only since April). It got to the point where the tank never did fill and had to jiggle the insides of the tank to get the water started. Any solution for this? It can't be normal, I hope!

Replace the cap assembly. You can buy one for about $2 at L****. Toto may send you one for free if you call them considering the age of the thing. It is a rare 1.6g toilet that drains all of the water from the tank...it is designed to not drain all of it. They use the height to give more force, then trap what is left for the next flush.

You can use that quirk to provide a variable-flush feature. For a "no TP" flush, just punch the flush lever and let it go immediately, but for a bigger job hold the lever down until the tank empties. I've had no need to do that, but I'm a small guy :D .

I'm having a similar fill delay with my Toto, but it's much more than a hesitation. What started out as a .5 second + delay is now somewhere between 3 and 5 minutes. Any ideas on why this is or what's causing it?

One of mine did that for awhile, then began running normally. You could have something caught in the thing - a little piece of sand or something that is creating friction. The thing comes apart with a twist, and the only wear part can be replaced quickly and easily. I meant to look at mine when it was doing it, but didn't, and then it stopped.
If it really bothered me, I'd try taking the cap off (see the Korky website for their quietfill valve), look for a little dirt, sand, crud, and then put it all back together. While you are at it, check out the washer for deformation, deposits, etc.
Toto doesn't make the valve, and it is used in various other brands. It can be purchased as a replacement as well. Lowes carries them and the repair part, including the flapper valves. Around here, HD does not carry this brand or a flapper designed to fit.
