Toilet Base Footprint Mismatches

I am working with a City to change out an estimated 10,000 old non low flow toilets to 1.6 gpf units. One concern is that the older toilets may have a larger base footprint than the replacements. This could lead to a situation where the new toilets will expose an area of unfinished floor or marked flooring material.

Is this a significant problem, or are most new toilets able to cover the old toilet footprint?

I just replaced a high flow toilet with a new, low flow Niagara flapperless, and the footprint of the Niagara was way bigger than the old one. So, just make a few measurements and then go shopping for the best match.
