Weird Water Meter

Greetings all,

The attached photo shows my water meter.

What I can't identify is the tapered pentagonal object to the lower right of the shut-off valve. It is firmly attached to something, but not the valve body, as I can push it out of the way to turn the shut-off valve.

Any ideas?

That is odd, most of the time, that five sided object is the water shutoff.

The fact that you can move it may mean it's not connected anymore.
The shutoff with the arrow looks like the newer part of the meter now. That will be the current water shutoff.
 
That is the consensus here at work too. The speculation being that it's the shut-off that predates the installation of the meter.
 
pentagon

Pentagonal shapes are usually a security measure to preclude the average user from operating, or opening, some item, usually a city device such as a manhole or a water hydrant. Your picture is rather dark to try to determine what its purpose was, or is.
