I installed a Toto Drake toilet. Very good toilet. I know not to tighten the bolts that attach the tank to the bowl to tight. But how loose should it be? It doesn't seem to leak but when you push the tank it moves. Should it be taht loose or do I need to tighten the bolts more?
 
For the lack of a better "snug".

You don't want to tighten and have the tank and bowl touching because you can crack the china......
 
I've seen toilets that didn't leak even when the tank was extremely loose, and I've seen toilets that you had to tighten the heck out of the tank-to-bowl bolts to get it to stop leaking. As P-1 said, you should err on the side of not overtightening, especially since it's not leaking.
 
My Drake tank came with 3 bolts and nuts and 4 stainless steel washers. I asked Toto about this, here's the reply:



Sounds like a packaging mistake got you an extra bolt. Your sequence is correct. Flat washer under bolt head, then rubber washer, insert through tank and finally flat washer before nut, underneath bowl.

Check for misaligned washers/holes and tighten securely. A properly tightened tank will sit firmly and have no wobble. Tighten one bolt at a time a ¼ turn each until the flat bottom of tank is resting on the three (3) raised bumps along the ledge of bowl where tank sits. Stop when the china meets. Drake Tank

I just checked my Toto Drake, and the tank is "snug".
Try the tank install again from the beginning, something might have misallaigned. It's worth it. You are gonna love this toilet.
