Nail plate requirement

This is stupid, but I don't have a 2003 IRC.

What is the minimum depth when penetrating a stud or top plate with plastic piping, where a nail plate (bang plate) is not required?

Could someone give the chapter/sec. so I can quote it to an inspector?

It's 1 1/4" for electrical cables. Be interesting to see what it is for pipes.

Often 1", but if the screw/nail could hit it, depending on which length the rockers use, put a plate on it even if it is not required by the inspector.
