toilet flange

My father is installing a new ceramic floor in the bathroom of his home. we need to raise the toilet some to accommidate the new floor.
The local handy man in the neighborhood previously worked on the toilet area and told my father that he had a 3 1/2 inch flange and all of the new materials were either 3inch or 4inch .
Is there some way to remedy this problem.

Measure it again? There are some flanges that can be installed on the inside of a 4", that would leave about 3.5". With 3", the flange is almost always mounted to the outside, leaving a 3" opening, although they do make them that will fit inside (they tend to clog from what I read).

The best position for the flange is installed on top of and through the finished floor. To avoid having to drill the tile for the mounting screws, notch the tile before laying it under where the flange will go.

While it may be made, I don't think I've seen 3.5" pvc.
