What is suddenly causing a delay before the water comes from the faucet and how do I fix it?

no, city water. Could the water have been shut off and air got in the line?

If the water was turned off and the pipes drained, when you restored the water to the pipes, the air would be expelled from the pipes. It would spit and cough from the fixtures until the water had displaced all of the air, but it would not take very long to do this. If this is an ongoing problem then there's something else, but I don't have any ideas about what that could be.

Do you know if you have a PRV in line at where the water enters the house?

A PRV (pressure regulating valve) looks like a brass bell and would be in the water supply line after it enters the house and be before the line tees for the water heater or any fixtures. It has a large set screw sticking out the top. You may or may not have one.
