Not all flapper valves are created equal...some of them end up getting to you slightly warped. Somewhat depends on the packaging and the quality of the things. The new one could still be leaking. Quick way to tell, use some food coloring in the tank, see if any leaks into the bowl. Sometimes the seat has deposits on it...rub you finger around it and make sure it is clean and smooth. The gasket around the flapper hole could be bad, but it might leak onto the floor rather than through to the bowl.

There is a small black refill tube which runs from the fill valve over to the overflow tube. The end of that tube needs to be ABOVE the tob of the overflow, with a little clip which directs water down into the overflow.
If that little tube is pushed down into the overflow, it will siphon water out of the tank, causing the "ghost" flush symptom you describe.

constantly refilling tank
Replaced the flapper, replaced the flapper gasket, replaced the refill tube and clamp so water comes in above top of overflow tube. Water still runs just as before, about every 20 min. for 20 seconds. Any more suggestions?

You may have a crack in the tank allowing the water out.
Or the seal on the douglas valve may be leaking but these are rare (The douglas valve holds the flapper)
When you replaced the flapper did you use a Korky brand?
Check this, Turn the water to the toilet off and drain the tank down. Remove the flapper, and run your finger, lightly, around the edge that the flapper would seal on if it was in place. You are feeling for anything but a perfectly smooth surface. There could be hard water deposits built up on it not allowing it to seal right.
If there is, try using your fingernail to break it off. Don't use a knife or similar as it could gouge the surface and ruin the surface making things worse.

You said you used a ball flapper and base. Is that the piece that glues on? If so that could be your problem if you did not attach it correctly, but in most cases you should not have used it anyway.
