Can black poly pipe be used inside the house from the well to the pressure tank which is located in the house? The pressure tank is located about 30 feet from where the existing polly enters the house.

If it is well pipe. Well pipe is sized to accept barb fittings.

I don't know if it is code everywhere, but people do it all the time.
